Asking again for more info. Where did the sprite you posted come from?
I have the sprites cleaned, and ready to go. I just have to choose the characters to have in the tanks, and add the animated bubbles I found and the original computer panels back.
I don't know the author so can't release it

I'll enable the computer panels and add the animation of the bubbles to it this weekend and release it as a template then.
I'm sure someone will improve it like the Mortal Kombat Warriors Shrine
