help in projectile time

hello friends!

i need a help for to know what the line is responsible for to limit the time for to execute the same attack (like a hadouken for example).

for the char doesn´t get to make the same attack many time without stops.

what the line causes this block for the char can to wait a moment untill get to make again the same attack type a projectile.
