I tried it but the .SND file is corrupt and will not work. I got the Character to work in WinMugen, but it only works without the Sound.

Basically it's pointless.  

bro I went through the same thing when I tried to make him take it in winmugen he picked up so that no sound is even being useless anyway thank you can make a patch for the Joker Gang Bonus game until I am able to handle most anything there appeared other guy not the hyenas or the joker face joker other required

Cannot Patch Joker Gang, Sprites1.sff is corrupt.

No, however all credit does go to the Original Creators and Characters (Which I provide links for). Is this something that should be looked into further or not?

thanks and Shadman guy what he is doing wrong except give a chance for people who use winmugen nothing to be happy this man if he had changed anything so will do handle on winmugen
