Ask Magus. Given some of the pics he's shown in the new Scruffydragon design, it seems he still has a copy of it.

When I asked for his permission for Canary via PM i was getting no response either But he answered really quick on his email : maguscorp@scruffydragon.com. By the way he also speaks Spanish

this project is by bizarro toro and he is only one that should be discussed regarding it.
though i wouldn't doubt if he dropped the project. but maybe in the future we'll know. he has an account here and has told me if his life ever gets into position where can focus on mugen again, he'll make his presence more known here.
