These characters are different?

I was adding some characters to my roster and saw that there are two skrulls in mugen, both have the same combinations, powers of the fantastic four, more in the physical form and the clothes are different, then I would like to know for those who know best the history of skrulls, they are two different characters or are different versions of the same character?
