That yellow looks way too bright,you should have went for CVS yellow.
Anyway,giving this a shot.
He has like 1 voicesample and its him screaming YAAAAH
He is animated very badly.
That thing that looks like a tiger uppercut is just...wrong.
You can spam the sword attack 4 times and do as much damage as a hyper.
His gun shooting animation is just....bad.You should have used Cable as a base.
his small and big portrait and terrible.
His stance is badly animated.

Overall this would get a 2 out of 10.
Take references from other characters.You are not so bad at spriting,but you are not a good animator.Also,watch some tutorials about coding and download Mousers MvC characters since his stuff is accurate and take notes from that.This is just a friendly hint.

My computer cant even run the original Half-Life,your computer being glitchy has nothing to do with the character quality.

but really I don't want to fight I appreciate feed back and if u can make it better please would u that goes for any one that can make it better

trust me when someone updates one your char, you always regret it
you should take some time off and come back to him later.
