Actually according to sprites yes my friend he is samw base , i know it would be morw beautiful to have another strategy but i thought too much
First your base is great but it is a fun char with no more sprites than the one you posted
2nd us better to have a WS than nothing
3rd he can look too diffrent through a talented coder
4th i think in it in a way like mortal kombat classics just changing colors while base is the same between MK2 sub zero and scorpion , MK3 rain, ermac, reptile, sub zero, scorpion all are same char with diffrent colors and moves, so with a good coder you can make him no relation to cable , same with atrocitus and many of my works
