i got that, i understood but if it has a password, then it might be because it's private, that's what i'm thinking

Well, not only BLACK but also other Japanese MUGEN creators/authors usually include(s) the download password for all his/their MUGEN stuff.
BLACK does this after he decided not to have other MUGEN web sites as his MUGEN stuff host.
You can see it as some CAPTCHA for human beings.
BLACK provides the download password on his MUGEN web site above:  "キャラのダウンロードパスワードは「mugen」です。"  This is where he tells his MUGEN users about the download password.
