Change to this main section

Moved many general topics from the main forum section to a more appropriate one (Projects, Videos, Mugen Discussion, etc) and made it to where new topics cannot be made.

The purpose of this section is mainly to organize and provide a parent section for more affiliated full game projects.

There should not be any changes to reading/replying in those full game project forum sections, but if you come across a problem in the permissions, please reply here: https://mugenmultiverse.forumotion.com/t137-suggestions-feedback-updates-etc-for-the-website
