is there a program which convert single sprite from low res into high res?

@Shining Yes there is. You can use imageresizer R133.

Open Imageresizer
Load the sprite
Choose method dropdown: XBR 2x or 3x or 4x (no blend)
Choose Border pixel handling dropdowns: "Whole Sample Symmetric" for both horizontal and vertical
Click "Resize"
It will show you a preview when you click resize
Click "File" "Save-as" when you like the results

You can change around the options to your liking. The options provided are the same options used for the dormammu HD upgrade.

If that still doesn't work then you can try a previous version of imageresizer:
