IMO, there are two versions that are good: by Rahlonnir and by apocalypse. AFAIK, the one most recently updated is rahlonnir's.
I prefer apocalypse (with ai by lideroptimus) because it has nice AI. Rahlonnir's too aggresive for me.
I don't have link for them, but it's not difficult to find them with little search in some mugen web.


PS: rather than Punisher, I'd like to suggest you to make CSP for Kyle Rayner (Green Lantern) by logansam. It is a great mugen char, and Kyle Rayner in comic has MANY costume variations, not to mention his other color lantern costume.
