do you mean like a constant charge like Emperor Sin? or like an anime char where you hold the button and it charges

Power charging feature in a MUGEN character is certainly possible! It has been done many times in various MUGEN characters for years!
These are the MUGEN code you need to do anything about MUGEN Power for any MUGEN characters:
MUGEN Triggers: Const (data.power) Power PowerMax
MUGEN State Controllers: HitDef <= if you want to use an attack to change your MUGEN character's MUGEN Power and your MUGEN Enemy's MUGEN Power then you use the getpower part and the givepower part in your HitDef, respectively PowerAdd PowerSet TargetPowerAdd <= if you want to help your MUGEN Enemy boost up their MUGEN Power LOL
