Need help IDing a stage

I'm trying to track down a stage I used to have before I lost all my sprite stuff and had to rebuild from scratch. It's an outdoor daytime stage, low-res, with a government building of some kind in the background, and it has a gate. (It may be a school - not sure.) I don't even know what game it's from.

Does this sound familiar to anyone? Can anyone help me identify it, and what game it's from, so I can track it down?
