I'd go with the Second one since the shading looks easier on my eyes, I like this revamp so far as she looks more like her own creation. There still a few things that are off I hope gets fixed; the boot on her left leg and there needs to be bit more shading on the cape and gauntlets' blades.

Smart palette making - it is very hard progress. It needs a lot of time. So I recommend to use first a regular separation of colors.

Wow, I love the new stand for Batwoman and that cape looks a lot
better and more natural now too (the way it moves I mean) ...oh
and I would go with the Second palette personally  

also with a bit more shading on the cape and gauntlets' blades

Right now, can't do smart palette, because takes a lot of time. But I improved her palette to less colors, and I did color separation.

I agree with Angelus_Silverhead smartpalette is hard work and she does not have many uniforms to need variations in the palette, but already color separation helps a lot to make palettes and she needs more shadows on the black parts and the cape. try use this colors base is better they black for make shadow  and after you finish you made the black palette.
