Thanks mazemerald for making some of the capcom characters that have not been upgraded (sprites wise) to mugen. Great job on updating these. Hope to see more in the future.

I think what Madinina972 was trying to say is (should have been done in PM as per rules, but I am posting here to clear confusion on that post):
Isn't this an updated version of the scruffydragon opensource Cody? If so all credits were removed from the file as it was modified. So this is still an opensource character, however always nice to add the original creators in a thank you.

If this is the same opensource character I'm thinking of, it was sprited/coded by Kojunho with help from:
