USF4 stages are difficult and challenging to create
That parallax ground was a pain to made. I know backgournd characters are missing, but... I am too lazy to made them >.>

I know... But I don't know how to fix it

Change the velocity of [BG Heat2] from .5, 0 to 1, 0...

What causes the line is the fact that the velocity of the heat is using decimals such as 0.5 for example. This is because mugen 1.0 doesn't know how to handle decimals correctly.

Still the same problem. Ther line are still there

About that vertical line...........when I tried to disable the animation transparency the line seems not so visible, so I guess this is an issue in the dust/smoke/fog sprite image -- the start and the end do not match perfectly. 

I don't know how to fix in MUGEN stage code too.......except for this untested ways:
1) edit the dust/smoke/fog sprite image to make its start and end match perfectly...
or
2) extend the start and the end of dust/smoke/fog sprite image a bit more with the background transparency color (black 0,0,0 methinks) to try to make an illusion that the line gap becomes the background...

By the way, let me try to put in some 2.5D SFV characters to try to match the 2.5D style of this cool USF4 MUGEN stage :
