personally, i say just make as a traditional character initially, then later on do the 2 in 1 thing.

this project has languished in limbo for far too long.

Honestly, I agree on the seperate thing.
Now, I do think there should be 2 versions of it.
One whom is Dagger all alone. Making her the star and the whole focus, giving us the chance to let Cloak shine as his own further down the line in the future. Both Choi and Chang might have been together in one game, they are still seperate in the main games.

ALSO, with that said, the second version should be a two in one, because yes, that would make the creation unique, and it will give you the player the chance to use them together, or on different terms.
I would love to use Dagger against Cloak in a match and the other way around.

I think it all needs to do is create back-up files, and focus mainly on Dagger as a fighter, then when it comes to specials and hypers regarding Cloak one swtiches the files, so that one file contains him, while the other does not. Making it a perfect choice instead of a forced one which will potentially screw Cloak over as a viable fighter in the future. That's my thoughts on the matter.

I love that everyone keeps saying cloak as a separate character like he has Hella options he is super limited in Canon he is legit a helper by design rofl

Honestly I think cloak as a full character could be fun he's also op and in the comics he's gone off on his own if he doesn't feed on daggers light he becomes very op and he can still punch kick and drag goes into his darkness he can teleport around and can become ethereal so attacks pass right through him
