Welcome to the forum I worked on that lizard with Jed and ax the arms are saber tooth along with the body the legs are Talbain the Wolf dude from darkstalker the tail is black heart from mvc the head is is custom and the jacket flaps are custom

Sadly it's probably gone now I think you could look on mugen free for all but no body host full games any more and winmugen is pretty dead some people make patches for it so I could be wrong

crosspotts1.0 I still found a version that is in 1.0 and another question that lizard is still in a wip state or it was never finished because ax has already retired and if it is not finished someone could follow him
