I think if you don't see the VFXs of that game being ripped....then probably they are not "rip-able" (i.e. 2.5D/3D models rendered to look like 2D). These days many fighting games use this "2D character sprites + 2.5D/3D VFXs" combination..........if you don't go for high degree of source game accuracy in your MUGEN making, then you can try to find some already ripped VFXs from other games as some alternatives..........
