It looks very promising! I look forward to seeing more.
Have you thought about using some Gil sprites? For example, I think the stance he has before a fight (where he has the cloak) might be a good regular stance.

Abilities: "Superhuman strength; stamina; agility; endurance; flight; Energy manipulation"
For the endurance ability, you might consider making him some move that can increase his MUGEN defense? For the Energy manipulation ability, you might consider making him some move that can steal his MUGEN Enemy's MUGEN Power?

I was about to say he looks like a knock off Magneto/Sentry lol maybe change his stance so it won't be as similar as them, But besides that it looks decent so far!
