very interesting request... creators release characters only when they are ready. Mugen is free game... but needs patience and time to wait for good works.

i take a break from superman, and focus on this member of JLAvsAVENGER project, well he want to be part of your mugen...

Can I suggest two moves for him?

First one:

In the comics, the Agent Venom got the extra power of Shape shifting, I mean, the same power that Mystique has. So, I would suggest an hyper like hers "Shape Shifting Madness", but with spider-man's based characters, like his villains, anti-heros and friends.

Second:

Once on comics, he gave his symbiote for a few moment to the Red Hulk, also with Ghost Rider powers too.. One Level 3 hyper with him calling for this Red Venom Ghost Rider Hulk to come at the opponent on a motorcicle!

Just some few ideas that came into my mind
