From what i see it's from here http://mugenguild.com/forum/topics/theme-thread-snkkof-sprite-thread-115032.580.html and the title of the thread is SNK/KOF Sprite thread, so even though it looks epic i don't think it is a character that was released. Just a sprite (ufortunately).
