How about Ryo Hazuki from Shenmue I/II?
I think he is a great character, and will make a great improvement to your roster

The project idea is really cool, but in my opinion, you should use capcom characters from other games other than Street Fighter, like Captain Commando, Jin Saotome, Kyosuke (Rival Schools) and maybe Zero or Bass, either one.
