Yeah I'm Mexican and I saw this photo a few weeks ago, as @LESSARD says, it's probably about some kind of ape or owl (these last ones are confused with all kinds of supernatural beings for some reason) Although what the president of my country mentioned, I'm sure it was a joke or something, although I have to accept that he is a somewhat peculiar person sometimes!

Continuing with the paranormal theme, although this is more of a curiosity (since I'm not a superstitious guy) in Mexico there really is a legend of the "aluxes" which are a type of goblin very similar to the legends of their European counterparts:
