Explanation + Discussion for the Promote Any Video Channel forum section

This forum section is now opened up to promoting any channel at all.

You can promote your own channel or someone elses. And the focus can be about anything at all, Mugen and non-Mugen alike.

Example on usage:
- Make an initial topic linking to the channel
- Post a reply any time you have a new video
- Post a reply any time you have any kind of announcement or discussion regarding your channel
- Announce you are streaming (there will be a 'Now streaming' sticky topic as well; feel free to post in both

Obviously anything else related to your channel can be posted as well as the above were just examples. You are also welcome to post both in this section and the Video Showcase forum section at the same time (aka double post).
