Assorted promotions on MMV

MMV has always been about trying to be a forum community that:

- Tries to have fun with Mugen, but in a way that puts an emphasis on respect for people (adding this because some people may try to infer certain things: feedback is very much welcomed, just not when its done in an ugly disrespectful way)

- Bring people together towards that goal of having fun

- Get people working together to make assorted Mugen creations

So a number of people have been promoted, because they have long been a part of the things mentioned above on MMV and this is a way to reward them, while also trying to accomplish tenets mentioned above.
