can they rip these characters from this game ?

well the game is called "city of heroes"[open bor] not confuse with the mmorpg game lol

As far as I know, @Goresickness works are "open source", and their games are "open". That is, the GIFs are in the uncompressed folders. And if not so, there is a tutorial and tools in the OpenBOR section of MMV.
