Honestly he is just a headswap of SeanAltleys "Dark Nation". Now to be fair it is a very good headswap, but no custom moves or animations sadly. I think carpa does pretty solid work, but could do wonders with a partner to make these chars more than just palette swaps of other characters in mugen. A full Dr. occult would be a very fun and unique character.....maybe somebody will take this and add to

I think it is a char with great opportunities, it is true that new attacks and others must be added to it. But I really don't know much about it, luck with some next update if there is one.

Tnx for the char. One of the older DC chars...even older then Superman.
Superman 1938 Dr occult 1935
If i help with this info...he's powers: astral projection, hypnosis, illusion creating, and telekinesis.
Have the Mystic Symbol of the Seven... powers of clairvoyance, fighting exorcism, deflection, and force field projection.
Dont know more about him.

Wow, this char really was a surprise and he is magnificent. Very well done job. These past few days I was reading a lot of Dr. Occult's comics. It was very faithful to the character.
