Hard to tell, it seems pretty basic to be honest, so most "naked torso" kind of char might work. It could be Master Huang from Martial Masters, or Fei Long from Street Fighter. I would put my money on Spider-Man tho, as the position of the hands looks like Zvitor's version (which I think is made from Fei Long, so...)  | |

I would say Zangief's legs, but I'm not 100% sure on that one. And the torso is Hulk. The rest is custom | |
