Instant Full Power at the begining of a match and automatic power up at limited rate

guys I need two code for one chars. I just learned how to add infinite power charge for a char in statedef -2. but this time I was to learn different thing.
1. Instant full power charge at the begining of a match
2. during the fight that chararcter' power will raise automatically just like some ex version or boss characters have
