ummm what? classic mugen chars use up to 12 palettes, i never saw it requiring any special coding. in mugen 1.0 however you can use more palettes. you take these palettes by numbers from your sffv2 (works with sffv2 only) and use their numbers in RemapPal controller. is that what you wanted to know?

no I have chars with only one palet and when I try to add another it only applies to 1 or 2 sprites

that is mostly because all the rest of these sprites do not have the shared palette toogle turned on.
the best way to apply shared palette to All sprites is pressing Ctrl+O in Fighter factory. beware of this trick affecting the effects as well, so if you intend to keep some sprites with their own palette, you better do this manually
