I guess this is the last one "DC/Marvel" character from GMSpectre Opensource sprites, I believe no one would never bring him so I did it  

Its very basic, nothing too fancy. In fact, I have no idea who is the character, when I search on google it gives me more informations about his modern version (100% different and cooler)
So I found that image bellow, and was the only thing that I based myself to his specials:

I notice now that I forgot to align the sparks, will be fixed in a future update.
And yes!, he going to have a future update, I do want to do a Level 1 / 2 Hyper for him.

Actually, is exactly the same that I published, but I remove custom sparks. Might have one or two adjust that I cant remember but nothing that worth post a update.

But I don't know the character. is he from Dc or Marvel or another publisher?

Haha the only thing I know about him is that he is a marvel villain and what is writen here:

 no idea, but his first appearance was in Strange Tales and apparently he fights against SHIELD a lot.
Also, in fact the character really doesnt look anything with that sprites, as we can see in the images he arent "Skinny with Megaman Helmet"   but whatever...
